I'm no expert, but basically Eltham to Hurstbridge is a staff and ticket section, which is split during peak periods to Eltham-Diamond Creek and Diamond Creek-Hurstbridge. (Diamond ck being the only crossing loop in the section) Diamond Creek was 'switched in' especially for the operation of the steam special. The video shows the safeworker operating the home signal and points for no.2 road, and taking the train staff from the fireman.
