How can Baluchistan have any development when Baluchis keep killing outsiders who want to invest in the province and local Sardars won't do it either? Baluchis have never done much for themselves. They keep expecting the government to do everything. No government--not even the US government--has been able to develop any area without private investment. IIt seems that Baluchis keep shooting themselves in the foot.
