According to the California department of transportation the number one item found by highway cleanup crews on the freeway are cigarette butts. And if you get caught throwing anything from your car you could get charged with a misdemeanor.

All I ever find when we do the "adopt a highway" thing is cigarette butts, wheel nuts, and dead animals (Georgia has lots of dead animals). I did find a guitar pick once...still have it.
