Yes, you did. But I can't completely agree since the most exact definition of a game balance that I can think of is statistics.

And there are great masters for another races who were dominating for a long time, but they are almost never protoss. So, no domination for the P race (excl '08 & '11), low rate of winning — means bad stats for me.

Ofc we have JangBi who is a higher master of strategy, a true protoss in his soul, but that means he's just a unique player. Smth like that.
