The impact that the bullets need come from that rear trigger that doesn't get rusty of moisture since its made of chrome, unlike modern days' guns which use a mechanism containing few small bolts to activate the trigger creating that impact to the back of the bullet. So yeah, It can be used underwater, the same mechanism is also used in AKA's as well, no bolts or wiring that can get rusty of exposure to water.
