IMO, Kira is the easiest character to use at a slightly-above-novice level. At least, I find her to be the easiest ;). Once you learn how to do 360s/720s (and some grab setups) and two relatively-easy combos with her, you can dish out a lot of damage with a lot less effort than you'd need to put into other characters.
