@NightmareSnake Yes and no, it's a progression of the Guitar Hero franchise (which would actually be GHWT, not GH5), but not the progression of the music genre. Harmonix wanted to make GH3 essentially Rock Band, Activision said no, Harmonix made their last game for Activision and went to create Rock Band.
RB is the natural evolution of the genre that Guitar Hero pioneered.

@NightmareSnake It came first but it isn't a copy of Guitar Hero, Rock Band is the progression and evolution of Guitar Hero.
If anything, Rock Band is Guitar Freaks + Drum mania + Karaoke.
