I think it is far more likely that the world's central banks have quietly taken over the Chinese and Russian governments, the way they have done to the US. govt.
I suppose the Chinese govt. forced Paulson to demand 700 billion to save our finacial and insurance monopolies? That way Americans can spend all their money on insurance ponzi schemes instead of spending their money on slave-made Chinese junk. Sure, that make sense Paulson, NOT!
