Skinny is an often misused term that actually refers to extreme thinness, as those observable in people suffering from eating disorders, such as the models you refer to. It has never been “in” nor will it ever be. Also, I beg to differ: Girls with big boobs usually do not need encouragement. The only exception to it is when they have a body image issue.

It's way more benign for children to see a cartoon with small boobs rather than large ones. Why? Because it doesn't attract that much of attention, and therefore, doesn't give little girls a complex because their boobs aren't big.
