howd you get the ice pearl effect? is it ontop of the base then candy or mixed in with the candy?

Yeah I love metal flakes. Normal metallic paint looks like shit compared to this.

Ice pearl is not flake, but small glass prisms. The ice pearl is by House of Kolor, you can see it on their website it comes in a variety of colors. I chose blue ice pearl over oreintal blue.
