Regulators ignored Massey violations for years

Scott Finn discusses the federal government's lawsuit against Massey Energy. The lawsuit says Massey operations in West Virginia and Kentucky violated the Clean Water Act more than 4,000 times between January 2000 and March 2006. The lawsuit is mostly based on violations that Massey self-reported to the West Virginia Department of Environmental Protection. West Virginia regulators mostly ignored the violations.

If you read the Shnayerson book, you will find that Blankenship has bought off the rank & file numerous times. This is one tactic he uses to keep his mines union-free.

Chapter 2 in the book 'Coal River' discusses specifically the Upper Branch mine ... the same mine that blew up last week.
