Scott Finn discusses the federal government's lawsuit against Massey Energy. The lawsuit says Massey operations in West Virginia and Kentucky violated the Clean Water Act more than 4,000 times between January 2000 and March 2006. The lawsuit is mostly based on violations that Massey self-reported to the West Virginia Department of Environmental Protection. West Virginia regulators mostly ignored the violations.
