You are completely right, they do a significant amount of law enforcement and security training, but the bulk of their money comes from lucrative federal overseas protection contracts. No one has a problem with their training programs; what many of the people in the U.S. foreign service have a problem with is the lack of respect that blackwater has when deployed in a foreign country. #1 rule of diplomacy is that you only fight when you need to. They don't get that. (also ignore the troll zeus)
