@shawnchong It wasn't a police car, and the guy on the scooter, clearly got up and was walking around and moving his bike, so he was likely not injured, and how do you know he wasn't saying "are you ok?" when he walked back over to him? and what makes you think he didn't attempt to slow down much? he braked so hard you could hear his tyres screeching!
