I found out through many sources that this commercial is for the anime of Sailor Moon returing to a television station gear towards teenagers. This commercial is just parody showing that the fans of the show are much older now, but they can go back to their childhood when they see Sailor Moon on the air again. Something like that. I've heard they are the original dub actresses. ^^

Sailor Mercury is Ami! Look at her blue hair! How many people do you see walking around with that color! Sailor Moon is Usagi! Look at the odango's! Look at 'em! HOW CAN YOU NOT RECOGNIZE HER?
