But Bach did try out the early "Forte et Piano" in the mid 1730s and in 1747 in his famous visit to the court of King Frederick the Great where he astonished the court with his improvisation of a 3-part fugue on a theme supplied by the king. Later Bach wrote out this improvisation. Find it on YouTube:
Koopman plays it the way it was probably meant to be played. Very, very baroque. Wonderful. I once enjoyed one of his church organ concerts. Awesome. Along with Gustav Leonhardt he excels on the field of Bach, and baroque music in general..

It's really neither. It was probably written with the harpsichord or clavichord (etc.) in mind, but in technicality it's a keyboard piece.
