Hurricane IKE, created more roofing work in CIncinnati-Northern KENTUCKY area, than reputable roofing contractors could handle.
The result is that good roofers were kept busy THEN installing wind damaged roofs, and are busy NOW installing bad workmanship roofs!

This sounds/looks like an insurance claim.
Homeowner gets price from pro roofer.
HO submits estimate to Ins Co.
Ins Co writes check.
HO pays handyman or fixes himself. (There is NO way a roofer would patch as shitty as that)
End result = you get what you pay for!
