Singing in half tone intervals is not extraordinary feat for any singer with proper training. If you want to be impressed with micro tonality singing then listen to Ashe Bhosle and her sister Lata for theirs is a prime example of micro cent intervalic singing. The scales they use can sometimes go up to 23 notes. Of course unless you are used to Ragas and Indian classic singing

Patti's voice has a fuller timbre than Regines. In the high registers, Patti's got more partials/harmonics that's why it is a bit warmer. Regines high pitched notes are somewhat thinner, but sounds more sonorous because it is sweetened with reverbs . So the echo effects are more effective with pure high frequency lacking in lower partials like Regine's voice.

I think the Bb7b9 chord should be Bb-D-F-Ab-B. Now the Bb-Ab-G-F-B is a new chord to me probably, Bb(6)7b9 if there is one like it. Please enlighten me on how you arrived with your musicologist's analysis.

No! Regine didn't hate falsetto is just that she can belt it more precise that falsetto because her voice is high-pitched.
