It is possible that they've forgotten to multiply the objective magnification by the eyepiece magnification. They may have forgotten the eyepiece mag. altogether.

400x would be 10x ocular X the objective 4x 10x 40x 100x etc.
400x = a 10x ocular X 40x high powered objective (compound micro.)
