The shrill rapid beeping is rtty code. Essentially its data flying through the air. The sound modulation is caused by tuning. It will modulate higher as you tune up away from the signal and it will modulate lower as you tune down away from the signal. Rtty is pretty cool you just have to have a comp hooked up to your radio decode it. I know a guy who has had an astronaut send pics down to him from the ISS via this method. Its cool stuff man.
