I'm pretty sure they weren't flying that low to have seen the flares directly across from them. They were at higher altitudes.

Just becuase something is unidentified doesn't mean it's an alien spacecraft. I do believe we are being watched by at least one superior race, but in this case the well flares make much more sense. Notice how the spacing of the lights stays exactly the same. As far as undentified radar blips go, just talk to somebody in the aviation business and they will tell you that blips are very common, especially short term ones.
