@NostalgicSince2005 If Stephanie Meyer is to be believed (sadly, I was once at a point in my fully regretted Twilight phase where I went on her website and read the entire FAQ) it is because the new moon is the darkest night of the month, and this is the darkest period in Bella's life.
She takes her damn books so seriously, but you wouldn't know that from reading them. That's why I eventually lost interest.

There's something I never understood about the title...
This is when we're supposed to find out that Jacob is a "werewolf" (who's nothing like an actual werewolf). A new moon is the exact opposite of a full moon... Why am I surprised, she got everything else wrong.
