Defence Secretary Gothabaya Rajapaksa has revealed that it was the President after assuming office crafted the plan to destroy the LTTE and that it was not a proposal made by any others.

He observed that many claimed that the President was pushed from behind and it was others who did the work. This historic and important document dealt with the Military assistance required from the Government of India. The President, just one month after assuming power in 2005, toured India in December. He handed over the document to Prime Minister Manmohan Singh and a further clarification was requested. The Prime Minister, the National Security Advisor and the Defence Secretary were appraised about it. One who had read this document cannot level any accusation as it displays the Presidents vision and his aim. The President intimated directly to India that the LTTE was strong and there was a likelihood of the LTTE launching an attack. The President explained that if so the Government would
retaliate. The Defence Secretary said the Military had to be strengthened to do so and he solicited Military assistance from the Indian Government in this respect.
