I used a plugin named Radiance and another named
Nostalgia. They can also be used with Photoshop. I rendered the video to a series of still images
using Vegas, then applied the plugins in a script, then back to Vegas to overlay a "vintage postcard" image on top, then used Magic Bullet to add the flicker effect. Pretty time consuming but I liked the effect.
