Understanding Conflict of Interest in the Public Sector

This collaborative research project analysed
the dimensions of conflict of interest in the
Victorian public service which have been
identified as a particular concern of the
Victorian Ombudsman.This study utilised
confidential public complaint files about
various forms of conflict in all Victorian
government departments. This required
that the researchers be sworn in as Officers
of the Victorian Ombudsman.
Among the key outcomes of the project
was a Special Report presented by the
Ombudsman to the Parliament of Victoria.
This report was produced by the Ombudsman
on the (acknowledged) basis of the
Macquarie research.
