Not for free: The defense contractors just built tanks that the Army says they don't want. Why not start building rockets for NASA on the same policies.

If you want to fund NASA, it is actually a quite simple thing:

1) Go to the head of NASA and tell him to draw up plans for all the projects they want to build for the next 50 years. Tell them to be shameless and spare no expense.

2) Take NASA's dream plans to defense contractor lobbyists. Tell the lobbyists "NASA wants to build this and they'll contract the work from you but they need the funding."

3) As fang sang: The money will roll right in.
