  • To make law, the congress should look at the constitution. If there is no article saying they could do something then they cant write the law. For instance using the War Powers Resolution. Only congress can declare war. With this said they cant pass a law that says the president can start a war unless there is a constitutional amendment. Supporters of unlawful bills should be charged with malpractice and fired just like they do to doctors and lawyers.

  • Declaration = Constitutional act of Congress determining whether to go to war.

    Authorization = transfer of discretion unconstitionally to the President
