A pyramid is illegal, MLM is legal as stated by the FTC. The difference is paying for product sold vs paying on people joining where no product or service is transferred. The measure of a company is mainly if the product is purchased by customers vs only by those being paid. Many customers sign up to get wholesale pricing which is fine, though they don't sell at all. The point is that there is a value in the product and people only get paid when product is bought or sold, not by body count.
in the 90s came major crackdown on front loading practices, heavy volume requirements monthly caused distributors to buy their volume instead of selling it which led to chargebacks on cited companies causing some to fold and others to reform. So now, when we need options badly 10 yrs later with job meltdown, the FTC has consumer protection laws and Direct Sellers Assn membership oversight where legitimate companies have to abide by their rules of 12 month return policy to be in good standing.
