I believe this was a military drone filming along the Laredo/Nuevo Laredo border.

The flying object in the video is a Cessna airplane during night time flight training. They're new pilots learning to fly at night and the blinking lights are known as the Pulselite® operating system used by major airlines to reduce bird strike, and also used on training Cessna's. The camera operator is less than 2 miles from Laredo International Airport. Training planes don't go far from the airport which is why people saw it all night. The other light they saw was Jupiter.

As a follow up to the comment below, the planet Jupiter is almost due South at 4am after coming up in the East at midnight. The video above is just about the right elevation for the ecliptic. Learn some science people and you won't look so ignorant next time.

Before you decide that what you saw is a UFO you need to find out if what your seeing is the planet Jupiter. Jupiter is very bright, is up all night , and can be seen in the South.
