What Obama needs to do is start a W.P.A. program to build a gigantic underground concrete Aquaduct that can channel billions of gallons of water from the Missouri & Mississipi delta to other dry states like OK, TX, AZ, and N.M. This water could be pumped and channeled to large water Resivoirs in different states. It would help prevent flooding in Miss & LA. and it would provide water for irrigation for drought stricken states. It would also creat millions of jobs.
