I gather that "Pepco" is the D.C. electric utility? And was there no system of RECs available before this project passed new laws in D.C. to allocate them? What about PPAs or net-metering agreements? Financial success of a coop hoping to emulate your model would depend highly on the details of those arrangements.

This is cool! Me, I've been trying to figure out how to encourage even a simple solar cooking in Michigan program in my community... I'm thinking there is a lot for me to learn from this group/video.
