Applicant for Maggie Houlihan's vacant seat on Encinitas City Council presents. Maggie died of cancer Sept. 16, 2011. Prior to her death she endorsed Lisa Shaffer as a candidate to carry her legacy through the remainder of her tenure as Encinitas City Councilwoman.




A Special City Council Meeting was called 10 days later with the publicized purpose of looking for staff direction. Instead (per Leucadia blog): The council decided to have a subcommittee decide how to replace CM Houlihan. The subcommittee will be asking the city attorney what the city's options are and coming back to the full council with that information. Nobody is sure why the city attorney didn't just tell the council what their options were and why the city manager wasn't asked if his staff had reviewed the costs of various options. The city staff could have been prepared and the council should have asked the questions to see if there was a reason to set up a subcommittee, or better yet, just have staff come back in OPEN SESSION with the answers.

Didn't happen.

So, despite a packed house Sept. 26th watching a video of Maggie naming Lisa Shaffer, an entire evening of citizens demanding Maggie's constituency be honored; Stocks and Bond and Gaspar railroaded a 'subcommittee' to come up with their own directive to open the seat to applicants.


This applicant speaks to the most vulnerable of Encinitas and the middle class suffering, 21st century challenges. 
Maggie Houlihan's constituents included those who made sure that the marginalized, the poor, the animals (pets and wildlife), the environmentalists and others without a voice would be heard.
