"Man In Outer Space" is a Czech SF comedy movie from 1962, starring Milos Kopecký, who was apparently Czechoslovakia's version of Peter Sellers. His character, Josef the upholsterer (the bearded man in the clip), is an unhappy and avaricious worker on a rocket to outer space. During a last-minute installation of some foam mattress on an acceleration couch, he accidentally launches the rocket.
Years pass, and Josef finally returns with Adam, from the Blue Star, and finds himself on Earth, but in the year 501 "after Sputnik." During an interview with the local authorities, Josef nervously tries to establish just where he is on Earth.
