Don't be stupid. This pigeons just doing usual 'aerobics', the special circular flying for motion and warming up. They do it in wildlife too.

They fly around in one spot to attract other flocks, joining up into one super-flock. They can then settle down for the night, and the safety in numbers protects them from predators.
