Hi Will,
re demolition of buildings adjacent to Derby Road.
I am extremely concerned by the work that was carried out on October 4th and 5th. which Peter Brewin reported to you after we witnessed bad working practices which contravene HSE guidelines.
This was being carried out in close proximity to the public footpath. Workers were wearing respiratory protective equipment not simple dust masks so obviously this was to protect them from asbestos fibres from the sheets they were removing. It would therefore have been sensible to mist the area to prevent the release of respirable airborne chrysotile fibres from the site and protect the public.
I appreciate that you have other duties and can't be on site constantly but this keeps happening, we report something and by the time someone arrives everything is being carried out properly. (20th August being a case in point where we reported dust clouds after the HSE had left the site. Peter Brewin rang the project manager to report it. After damping down you were taken out to see how mistaken we were, I take it you watched the DVD I gave to you confirming this to be true?)
As the HSE and Environment Agency are conspicuous by their absence you are our only contact that seems willing to help.
You have stated on record that you have found the Remediators to be in breach of methodologies and ignoring your instructions, you also found ACM in what was supposed to be clean crush! As we were told the Dig-A-Crusher test, (creating huge amounts of dust as no dust suppression was used) was only 'clean crush, you can understand my concern.
REC and Think Health and safety are supposed to be overseeing the project, along with the HSE. I find it strange that none of the on site teams managed to notice those same incidents that you fortunately did! This is our worry, unless someone is constantly taking them to task they do as they please.
The following are quotes from the HSE document: Investigation of the chrysotile fibres in an asbestos cement sample: http://www.hse.gov.uk/research/hsl_pdf/2007/hsl0711.pdf"It must be borne in mind that asbestos cement may also contain crocidolite and amosite asbestos as well as chrysotile and these types of asbestos are also category 1 carcinogens and are considered by HSE to pose a greater risk to health than chrysotile asbestos."
"Even when cement coated fibres occur it will be subject to weathering and will dissolve. This may also occur in the lung where fibres that reach the deep lung will be bathed in a constant flow of fluid and surfactants that coat the lung's surface."
(This was a letter sent to aHalton Borough Councils contaminated land officer by a very concerned member of our Association)

  • OK John, have it your way but don't come crying to us for our archived material in the next 10,20,30 or however many years it takes if your family is unfortunate enough to be a victim,we already have requests for copies of our archives .

Thers none so blind as them that will not see.

  • John, the events in the video happened after the court ruling since which they have just about done as they please, you said the council had more important things to do,you tell me whats more important than keeping the community and its young people and childrens safe and free from pollution and disease,we have created a DVD of some 40 mins duration showing breaches of their Methodology and Material Management Plans drawn up by them and approved by Halton Borough Council overa 3 week period.

  • John,so your quite happy to know that asbestos sheets are being smashed on the floor and the pieces thrown around and the dust being brushed up in the open air by men wearing breathing apparatus not 150 yards from your road and you would just cave in and give it up,well thats not how I think or how I act,it was the council that brought all this upon us and as long as there are things that need to be exposed about this,we will expose them,

    Widnes North Residents Association.

  • We have sent this video to the council some weeks ago and still no response.

  • Handled like true unprofessionals.

  • you took this to the courts, it got thrown out, do you really think the site will be 'doing what they want'? be serious, the hse will be all over it! if the hse are happy then im happy! i really cant see there being asbestos contaminated concrete being smashed up willy nilly, it just wouldnt happen! i know for a fact that i, and other residents are sick of hearing about this, i was concerned at first but they are making this site safe for future familys aswel as our own.

    john

  • cant see much dust to be honest... pretty sure you've tried to 'expose' this before and it was thrown out of court, give it up mate and stop wasting the councils time who have much more important things to do!

    john, marsh hall road

  • Guy in Yellow High viz jacket removes his dust mask while theyre still chucking it around. If he is so poorly trained in the drills of working with this stuff and takes his own health so lightly then theres not much hope for folk living around the site.

Did these guys put the cheapest bid in or are they just trying to look like cowboys?
