I think the idea is to manage its use, not prohibit it. A cluster munition dropped in an area populated by civilians is likely to hurt innocent people even if it's dropped accurately.

Unreal.. Whats next? Protesting against the M-16 because it fires bullets that hurt people? These weapons are used in a COMBAT situation... Granted, if one of these is dropped off target, then the soldier who deployed this munition should be held accountable, but these situations are more rare than someone who would claim to be a non combatant, actually being one.
