If as George Green says the people at the top want population reduction, why not start decades ago using education?- a case in point, Kerela in India has the lowest population growth in India and also a high level of education. Young women are smart and want careers and smaller families, and the quality of life is better for it.
I wouldn't normally trust someone so wealthy, it's like they need a large population to get their dumbs and gadgets built now they say they're becoming superfluous.
