When you get to the one area where Joker uses a shock generator to make a roller coaster come down and make a door to the next area. Glide over to the other platform, and use the batrope. Keep walking to the left, and blow up/break the shiny metal object. You should be able to get the Power Brick here, but I if u keep going to get the studs you will fall to your death as it brings you back to the unfinished track so do not go past the red brick.
