For the love of god, improve the functionality support first before wasting all your resources on improving speed. For example, IE9 still doesn't support the text-shadow CSS option while ALL other (up-to-date) browsers have supported this for years.
Same goes for alot of javascript settings. So don't compare Google Chrome to IE10 with a test that is specifically written for IE you bastard. I can create countless web-apps which will run 100 times as fast in Chrome than in IE10.
