It probably is nothing more than posturing... it's more representative of the ANC view and perhaps not government opinion technically speaking or basis for their policy. I still have to read the 2003 study by the SAPS to get a full view.

What you described as the government's willingness to place blame. Is of course nothing more than posturing.
I want to say that again you have produced an excellent video which is much more intelligent than most other videos with their ramblings.

Great series. Spot on.
Your 2 suggestions at the end is tops.
I also believe that a tribal system will be more acceptable for the black cultures (Hell, they have been doing that for tend of thousand of years before the whites came along with "democracy")
The second option makes obvious economic sense however I can't see the blacks accepting white management if they can't accept white ownership in the first place. Oh well we can only dream, who knows maybe we can be surprised.

Yeah, I think that Ladder Model has that problem. It may be seen as a black labourer vs white baas relation of the old SA.
With the Feudal model, there might be the problem in KZN that the InDuna may be IFP sympathetic and it could become politically volatile giving a tribal authority more power. However it returns the land to *exactly* the people who owned it before, and it will give an InDuna a sense of pride!
What's important is that the local skill must be kept where they are.
