1957 Cushman Eagle Husky Scooter-Start up

Second start of my 1957 Cushman Eagle Scooter with an M-9 Engine. Pardon my lack of knowledge, but I wasn't sure whether to open or close the throttle, or open or close the choke. Also, the engine was rebuilt with new rings so the piston is still very tight in the cylinder.
