This track is called "Mogura ha mogura no mama na no ka?" ("Is a Mole Just a Mole?") and is from the Tengen Toppa Gurren Lagann "Best Sound" soundtrack composed by Taku Iwasaki. This is one of my favourite themes from the soundtrack, but since I couldn't find it on YouTube, I decided to just upload it here myself.
