I have an iPhone 3G with 4.2.1 firmware. When I tap Network, My options are: Enable 3G, Cellular Data, Data Roaming, VPN and Wifi. I don't have Cellular Data Network option. Any suggestions?

I did get the camera icon and I try to send picture, but it stalls and takes a while to be sent. But on my daughter's phone, no pic comes out at all, just my text. I also tried sending a picture to my iphone and I get error stating media content was not included due to picture resolution or message size restriction. Why is causing this? Please advise. Thank you.
