From my program notes:

Julian Orbon, a 20th century Cuban composer, is unfortunately best known for adapting the Cuban patriotic song Guantanamera. His Preludio y Danza showcases what a great guitar composer he might have been. The Preludio moves through an impressionistic landscape, with Debussy-like harmonies strewn throughout, while the rocking Danza might have been written by Leo Brouwer (a prominent Cuban guitarist) himself.

Yes, it was written for Rey de la Torre by his friend, composer Julian Orbon. He recorded the piece too.
