@paulconnell he was checking the fuel level with the light of his cell phone and he incidently droped it in the tank and with the charge from cellphones battery oil ignitiated

I worked for Shell Canada delivering fuel in the Early 90s --and you are right---HE DID NOT FOLLOW PROCEDURES..
