The crazy thing about I-95 in NYC is that along most of the road there are no shoulders on either side, and the lanes themselves are not very wide. So if the traffic is backed up bumper to bumper there's virtually no way for an emergency vehicle to get through the traffic, even with the sirens on. I was at a stand-still on I-95 last year and there was an ambulance behind me for about 15 minutes blasting the sirens and horns. I don't even know why they kept the sirens going. It was pointless.
