Twain was writing for the occult bankers who rescued him from financial ruin. Like all who join their occult organizations, Twain had to write something for the occult leaders then he could write something for himself. Many filmmakers today who joined the occult made the same pact, maybe Roman Polanki & also the director of "The Shining."
It's called selling your soul.
Twain here was probably speaking of the Civil War. The bankers who owned him wanted to takover Southern banks through war.

"God" and "prayer" wins football and tennis matches, don't it? Why not "wars", then. It's always the good guys and the bad guys naturally, is not the essence of the Old Testament, as also seen by Twain. And, if you read Jonah, "God" is also a betting man, right?
