great stuff. i have never played a harp before but why does she move her hand up is she changing the tuning of the strings or something

Yes, at the top of each string is a lever that sharpens the string by a semi-tone. If you need, say, F-sharp then you flip the F-lever up - and back again after. Most harp pieces don't need this but jazzy accompaniaments usually do.
