The tacho on the right is probably from the Passat B5fl, so unless it was swapped, there is no possibility, that it is equipped with 170hp 2.0TDI.
TDI in B5's were: 1.9L 90-130hp or 2.5L V6 - 150HP.
The only 2.0 TDI in late B5fl's were early, 8 valve engines, which had 136hp.
The only question here is: was the engine swapped. If not, the VW has less power, and still goes almost the same as 170hp Opel.

@Cifteli03 it's possible , because my dad's passat 2.0 TDI 170hp dsg PD is faster than that passat ;D
