The full video shows the RR failing to pull over for quite some time. The police here don't know who is inside the car or who they are dealing with. Smashing the windows is a standard procedure used to stun the occupants and give them a chance to detain the person(s) inside successful without harm to themselves.

The car driver FAILED TO STOP with a blacked out rear window. They had the sirens going for a long time before he finally stopped (they didn't know why he stopped after refusing for so long). They were taking precautions to protect themselves and the public (the very people criticising them here). A blacked out car could have had anyone in it. By the time they got to the side window they had already had to make some assumptions based on what they knew. Car refused to stop
