This is a game where the objects you buy can give you boons from out of the game. He may have said he's against cheating, but given the money part of the game it's really the best checks and balances against that.

Hell, with my friends we cheat left and right. Then we tell each other how many ways we cheated after the game ends. Cheating is just how the good Munchkin players work. Part of the metagame.
